Abstract
In state and public administration institutions are growing powerless to master processes and overall enterprise architecture (EA). The consequences of failure in such management are big investments in infrastructure and software, duplication (multiplication) of solutions, bad process management and permanent organizational changes. This is very much indicated in expenses and even more in complexity and lack of transparency in state and public administration institutions' functioning. Numerous economically successful countries in Europe and elsewhere in the world, have prescribed mandatory use of business information framework for state and public administration institutions. Very important part of EA management is also business process management. This field lacks governance in state and public administration. In management of EA there must be also big emphasis on unified approach of process management. The thesis includes presentation of most frequently used EA frameworks and business process modeling techniques. The presented solutions were implemented in the administration bodies in some countries. Certain countries have prescribed the use of these frameworks as mandatory, others have only issued recommendations and left the choice of using them to the administration bodies. When making the decision of choosing the appropriate tools we helped with the recommendations given in in-depth comparison in other master's thesis. In the last part of thesis there are some individual EA case studies introduced. The studies are presented from the process, application and technological aspect of the framework which is a combination of ArchiMate framework and TOGAF ADM method. The case study presents information system eVŠ (IT in the area of Higher Education) which was implemented following the classical procedure like other IT systems in state and public administration. The use of EA framework was implemented subsequently and turned out to be very efficient for the overall survey of the enterprise architecture. Individual case studies are also very important for implementation changes. The thesis presents case studies for individual processes in different techniques used in analysis in the development phase of the eVŠ information system. In the last chapter the recommendations and guidelines are given for use of unified EA and business process modeling in the state and public administration institutions. The mandatory use of these recommendations would increase the EA transparency in the whole public administration.
