    Abstract

    All the institutions which are completely or partially financed from public funds need to yearly hand in a document “Statement on internal control of the public finances” (after 2015 “Statement on reliability”) which is signed by the representative of the budget user who is also responsible for it. Because of this the Slovenian Institute of Public Health carries out a process of self-assessment of the internal control. In order to simplify it we developed a special application support of this process which would replace the much more difficult process with tables that was used until now. We approached the problem by studying the strategic directions of both, the public finances internal control strategy and the Slovenian Institute of Public Health informatics strategy. Furthermore, the thesis contains the results of the requirements definition, analysis and planning. There is also a short description of the implementation and testing of all this. During the development of the support we strictly followed the EMRIS methodology which was developed under the auspices of the Faculty of Computer and Information Science Ljubljana.
